Character's background (their past and present):

Gary Seven (Supervisor 194) is sent in to replace Mr. Smith (Agent 201) and Mrs. Jones (Agent 347) after they're killed by Counter Strike. He is mistakenly sent to the Enterprise first. He has to escape the Enterprise with the help of Isis. He meets the secretary of Smith and Jones, Roberta Lincoln, and stops a nuclear launch. He reveals his intentions to Lincoln, Kirk, and Spock, and they accept his intentions.
Go to Hercules Nuclear Test where he meets Diana Winters. He wants information on a secret test that turns out to be a fusion bomb experiment. He starts dating her, but then she reveals herself to be a Russian spy. He's can't bring himself to hurt her, but she's shot by one one of the patrol officers. He doesn't blame him, but mourns her quietly and deeply.
Captain Kirk beams a crashing pilot (and 20th century human) aboard his ship to keep him from dying, and Gary Seven and Roberta have to make sure that Kirk and crew don't interfere with history or make sure Captain Christopher knows too much about the future.
The paralyzed Professor Eckhart and General Cory makes a bunch of superhuman clones as test soldiers for the Vietnam war. Gary Seven warns them that Earth isn't socially advanced enough and that the clones would turn on them. They try to insist they wouldn't, but Beta Five transports them off to a distant planet.
The Klingons found them and started dealing weapons with them. Gary Seven had to go there and deal with them, and find an aging Dr. McCoy and two of his assistants trapped there. The Klingons had genetically manipulated female versions of the super-soldiers to keep them company and to breed with, and they would have a constant supply of training combatants. They stop the Klingon plans and leave two medics to help them learn to care for their wounded and how to handle their children.
The Aegis, Lincoln, and Seven stop Counter Strike from an effort to initiate WWIII but he erases her memory of the event.
He stops Nixon from being replaced by a Russian spy. One Nixon shoots the other, and he doesn't know which one lived. So he erases and replaces the living man's memory with the real Nixon's, whether he's the actual Nixon or not. So that whoever is in the Whitehouse isn't the spy. Within a couple of days he resigns as president because of Watergate.
He and Roberta stop some men in Connecticut from replacing their housewives with robots. They also help Carl Kolchak stop the Pentagon from building Questor, and two British spies defeat cybernauts (this is in reference to Emma Peel and John Steed).
During this time was showing Roberta how to use the Servo and the Beta Five and not abuse it. He teaches her that they can't always do justice when fighting for the greater good, like when she can't chase down a psychopath when they need to get away from troops, but she can do what she can when she can. He earned her the rank of Agent 368.
Gary Seven and Roberta Lincoln start working on the project of following genetic augmentation. Seven uses his position to supply the genetic engineers with the materials they need to produce the first stock of Augments. Lincoln befriended "Noon", aka Khan Noonien Singh the son of Sarina Kaur, while he was a child. When a militant hate group pursued Khan for his Sikh mother's ancestry, Gary Seven saved him from the chaos. He tried to convince Khan to help him build a better future, but the violence just led him to the idea there needed to be more control. He also saved him from the Union Carbide disaster, hoping that Khan's abilities would do the world good. He was wrong, and was misled to believe Khan had died in Tienanmen Square during his rise to power. Khan tried to use Seven's Beta Five to gain an advantage for himself, but Seven had raised the Beta Five's security.
As Khan rose to power, Gary Seven and Roberta Lincoln kept international disasters from growing out of control. The events of our timeline and the events of Khan's reign largely correlated with one another, from the fall of the Berlin Wall to conflicts in Bosnia (only it was Khan behind, and involved in most of them), Chechnya, and the Middle East. Gary Seven was deemed a worthy adversary though that was never his goal. He called upon the help of the El-Aurian, Guinan, to supply him with information during Khan's rise. He couldn't do much except try to keep things from escalating beyond control.
He offers Khan access to the sleeper ship when he realizes he's going to be defeated. Isis is killed by one of Khan's underlings (though she is later resurrected).
Isis is later resurrected as Gary Seven is promoted to Senior Supervisor, and he's given greater access to future timelines and possible events. The Aegis send Gary Seven on several missions involving the Enterprise A. He stops a group of rebel agents from stealing a starship to threaten a race into joining with the Romulans. He is "killed" along with Isis while on an Aegis mission, but is resurrected after the crew of the Enterprise A and the later Enterprise D stop the Dividians from their influence (this would be after the current Enterprise D's timepoint, but his resurrection still exists). When his friend Septos (the Romulan Agent 146) sends out a distress call after Romulan Intelligence discovers his base of operations, he joins the Enterprise in a rescue effort.
Character's personality:
Mr. Seven doesn't have much of a sense of humor. What little he does is directed at Isis, or is generally dry. He doesn't express much in general, and even his fashion is tidy and overly bland for any time period. He's non-reactive, and it's a pointed effort to not be noticed. But he is confident, whether he's carrying himself stoically or casually relaxing. The only time he's very reactive is when Isis dies, because he's not sure if the Aegis will bring her back.
Because he's with the Aegis, he's not particularly attached to material things, but occasionally he'll think fondly of places he was stationed for a while or places he lived with great fondness. As he says of Diana Winters to Roberta Lincoln, "It's his job to be alright" so he tries not to attach himself in ways that compromise him. He is often interpreted as smug and superior, but he genuinely does not see himself as better. He sees himself as right, and that other people aren't as well-informed as his superiors. Nor should they be, should they not be ready to make good decisions with that knowledge.
His goals are the goals of the Aegis. He doesn't know much about the future, and it is always uncertain because some timelines are unstable. But he believes in them and their views of a greater future. He uses brief hypnosis from his servo and hand to hand combat to defend himself rather than weapons. The weapons he uses are very very rare, and when a group of Counter-Strike operatives tried to kill him he opted to risk exposure to the vaccuum of space and Aegis transport rather than shoot his unconscious enemies. The Aegis believe Federation species can be led to an attitude of peace.
He is loyal and friendly to those he lets close. He tried to give Roberta Lincoln every advantage he could, seeing her ability as much as he is augmented. He was fond of Guinan, though their meetings were seldom. He even, as previously stated, treats his enemies as valuable people rather than ones that need to be removed. He went through extraordinary efforts to try and appeal to Khan. The only moment he stopped caring about Khan's welfare was when Isis died by Augment hand.

- He is an Augment without aggression. That means he has similar heightened senses, increased longevity, strength enough to easily break a knife into several pieces.
- It takes him a whole day to heal completely from a bad bullet wound.
- He communicates telepathically with his "cat".
- He has access to Aegis Computers, which can make him fake IDs, alter computer records, give him translation objects.
- He has a servo, which is basically a combination of a sonic screwdriver and a nueralyzer. He can use it to mess around with electronics or locks or he can hypnotize people with it. It looks like a little silver pen.
